Andy Villa, Chief Executive Officer: Andy has provided expert consultation services for multiple organizations in several states regarding the provision of services. He has 30 years’ experience in the field of HIV, substance abuse, behavioral health, and primary care services. He co-authored and edited an Evaluation Plan focusing on the effectiveness of the Promotora Model. He is an established evaluator with multiple federal, state, and local studies. His areas of expertise include organizational management, program development, program evaluation, quality assurance, compliance, communication, and grant writing. He has also authored protocols for participant protection and Institutional Review Boards


Ximena Perez de Leon, Chief Operating Officer: Ximena obtained her master’s degree with extensive background in statistics and psychological research. She joined the MVA team over 16 years ago with vast experience after working in program evaluation at the University of Texas Health Science Center. Ximena has over 16 years of experience coordinating evaluation efforts for federally- and state-funded, community-based, programs including data collection, development of evaluation procedures and instruments, program management, and extensive training and experience using statistical and electronic database software.
Shaniece Adams, LPC, Public Health Evaluator/Team Lead: Ms. Adams received her bachelor’s and master’s degree from Xavier University of Louisiana. She is currently Licensed as a Professional Counselor (LPC) in the State of Texas. Shaniece has over a decade working as a Mental Health Therapist with several populations including elders with Alzheimer’s and adults with Serious Mental Illness (SMI).


Lupita Garcia, MSW, Public Health Evaluator: Ms. Garcia earned her Bachelor of Arts in Psychology from Texas A&M International University – Laredo, TX, she continued her education by obtaining a Master of Science in Social Work from UTRGV-Edinburg. She has worked in Mental Health for over a decade and has been part of the Mobile Crisis Outreach team for adolescents and adults and as a skills caseworker, as well as an intensive case manager (ACT) for adults in Behavioral Health Center. Ms. Garcia has also worked with the geriatric psychiatric population in the inpatient psychiatric unit with those diagnosed with Dementia/Alzheimer’s.
Mary Sotello, Data Manager: Ms. Sotello joined the META Team in 2016. She is responsible for processing, reviewing, and entering data into a variety of portals. Ms. Sotello has a background is in Child Development, she worked as a Regional Director for more than 20 years.


Marcos Villa, Public Health Associate Evaluator: Mr. Villa earned a dual bachelor’s degree in Spanish and Mexican American studies and a master’s degree in education with an emphasis on curriculum development. Marcos works closely with META’s clients to track, monitor, and document progress of program implementation and outcomes.
Elisa Vega, Data Entry Specialist: Ms. Vega received an associate of arts degree from Victoria College. She has sixteen years of experience in the field of finance including quality control, data entry, and data analysis. She is responsible for processing, reviewing, and entering data into a variety of portals.


Kelley Snowden, PhD, Research & Evaluation Coordinator: Kelley holds a doctorate from the University of Wisconsin-Milwaukee and is a social scientist. She has worked in both higher education and in the non-profit arena. She is an experienced grant writer having developed foundation, corporate, state, and federal grants to support a wide range of programs and services. Ms. Snowden will be assisting META with research, data interpretation, and grant writing.

Samuel Richardson, Evaluation Specialist: Mr. Richardson received his bachelor’s degree in Psychology and Sociology from Miami University. Samuel is responsible for data processing, analysis, and entering into various databases, as well as training
Enrique Perez de Leon, Bookkeeper: Mr. Perez de Leon has been part of the META team for over a decade where he is responsible for tracking, managing financial data, and creating and maintaining records. He has over 40 years of business experience.

Tomas Salinas, Director of Instructional Design: Mr. Salinas earned his master’s degree in instructional design from the University of Texas A&M. He is responsible for the development and implementation of project plans for instruction and learner success in technology enhanced pedagogy, design, and deployment of systems to support the integration of technology resources in learning, teaching, and research activities. Manage and facilitate faculty development in technology enhanced curriculum design and instruction, and distance learning operations for the multiple.
